Each year, COLOR Action Fund evaluates members of the Colorado General Assembly using our Legislative Scorecard. Our methodology combines vote counting on our legislative priorities with an assessment of values alignment and accountability to our community. This approach recognizes that representation also includes the political choices, relationships, and patterns of leadership that influence how power is exercised.
This year, we chose to tell the story differently.
Throughout the 2026 legislative session, “With the People” and “On Notice” became defining components of our accountability work, evolving into language we use to recognize leadership, ask harder questions of those in power, and help our communities understand what community-centered, values-aligned governance looks like through a reproductive justice lens.
When the legislative session concluded, we reviewed every score, every vote, and the broader patterns they revealed. We reflected not only on legislative outcomes, but on who centered the community, who governed through relationship rather than transaction, who remained accountable to directly impacted people, and who led in ways that reflected collective values.
That reflection became this year’s Legislative Scorecard. Rather than publishing a traditional report card for every legislator, we chose to recognize those whose leadership most clearly reflected our values and identify those whose leadership most clearly fell short of them.
As Colorado’s only statewide, multi-entity, Latine-led reproductive justice organization, our work is grounded in the belief that governance should be measured not only by policy outcomes but also by relationships, transparency, cultural humility, and accountability to the people most impacted by public decisions.
The 2026 Legislative Scorecard is our annual reflection on this legislative session and an invitation into the next one. Communities and elected officials evolve, and our expectations remain the same: we believe Colorado deserves elected officials who govern with the full community in mind, remain accountable to the people most impacted by their decisions, and lead with integrity, courage, and humility.

Because this work has always been about helping build a Colorado where community-centered, values-aligned governance becomes the expectation, not the exception.
